`ENABLE_AUTO_GIT_WIRE_PROTOCOL`:
Its sole usage is to set `-c protocol.version=2` on each git command
execution. The default value is already 2 since at least the minimum
version of Git that Forgejo requires. When this setting was added, this
was not the case.
Thus, automatically defaulting to protocol v2 is already the case due to
git themselves making it the default. And instances that want to use a
older protocol already have to override the value like:
```ini
[git.config]
protocol.version=1
```

- Use mock helper functions, instead of home-brew solutions.
- Disable cron jobs that are not important to be run during integration tests and might even interfere.
- Avoid sleeping unnecessary, if there's some requirement then sleep or retry until that requirement is met.
- Avoid trying to deliver webhooks that will always result in a failure.

Many users have the requirement to customize the git config. This PR
introduces an easy way: put the options in Gitea's app.ini
`[git.config]`, then the config options will be applied to git config.
And it can support more flexible default config values, eg: now
`diff.algorithm=histogram` by default. According to:
https://stackoverflow.com/a/32367597/4754037 , `histogram diff` is
efficient and doesn't like to cause server-side problems.
