One of the security patches released 2026-03-09 [fixed a vulnerability](https://codeberg.org/forgejo/forgejo/pulls/11513/commits/d1c7b04d09f6a13896eaa1322ac690b2021539da) caused by a misapplication of Go `case` statements, where the implementation would have been correct if Go `case` statements automatically fall through to the next case block, but they do not. This PR adds a semgrep rule which detects any empty `case` statement and raises an error, in order to prevent this coding mistake in the future.
For example, code like this will now trigger a build error:

As described in the error output, this error can be fixed by explicitly listing `break` (the real Go behaviour, to do nothing in the block), or by listing `fallthrough` (if the intent was to fall through).
All existing code triggering this detection has been changed to `break` (or, rarely, irrelevant cases have been removed), which should maintain the same code functionality. While performing this fixup, a light analysis was performed on each case and they *appeared* correct, but with ~65 cases I haven't gone into extreme depth.
Tests are present for the semgrep rule in `.semgrep/tests/go.go`.

If `[email.incoming].USE_TLS` is set, but the port isn't, infer the
default from `.USE_TLS`: set the port to 993 if using tls, and to 143
otherwise. Explicitly setting a port overrides this.

The keys for setting the username and password for incoming and outgoing
mail are inconsisent: one uses `USERNAME` and `PASSWORD`, the other uses
`USER` and `PASSWD`.
To make things simpler, allow both to be configured by either, thus,
`[mailer].USERNAME` and `[mailer.PASSWORD]` will be aliases for `.USER`
and `.PASSWD`, and similarly, `[email.incoming].USER` and
`[email.incoming].PASSWD` will be aliases for `.USERNAME` and
`.PASSWORD`.

Some bugs caused by less unit tests in fundamental packages. This PR
refactor `setting` package so that create a unit test will be easier
than before.
- All `LoadFromXXX` files has been splited as two functions, one is
`InitProviderFromXXX` and `LoadCommonSettings`. The first functions will
only include the code to create or new a ini file. The second function
will load common settings.
- It also renames all functions in setting from `newXXXService` to
`loadXXXSetting` or `loadXXXFrom` to make the function name less
confusing.
- Move `XORMLog` to `SQLLog` because it's a better name for that.
Maybe we should finally move these `loadXXXSetting` into the `XXXInit`
function? Any idea?

This PR adds support to process incoming emails to perform actions.
Currently I added handling of replies and unsubscribing from
issues/pulls. In contrast to #13585 the IMAP IDLE command is used
instead of polling which results (in my opinion 😉) in cleaner code.
Procedure:
- When sending an issue/pull reply email, a token is generated which is
present in the Reply-To and References header.
- IMAP IDLE waits until a new email arrives
- The token tells which action should be performed
A possible signature and/or reply gets stripped from the content.
I added a new service to the drone pipeline to test the receiving of
incoming mails. If we keep this in, we may test our outgoing emails too
in future.
