chore: add empty `secret` table fixtures

- The secrets table were added in
659055138b, but no empty fixture was
added.
- This caused the `TestAPIUserSecrets` (added in
9106514e51) to not pass on a  second test
run, because the `secret` table contained the previous entries.
- Reported-by: famfo
